The original San Diego Gulls were the brainchild of veteran San Diego sports booster Bob Breitbard, who built the San Diego Sports Arena in 1966 and owned both the Gulls and the city's NBA Rockets. The Gulls competed in the Western Hockey League (WHL) for eight seasons and quickly became one of the league's strongest gate attractions, regularly outdrawing many major-league franchises.

Coached by Max McNab from 1966 to 1972 and then by Jack Evans, the Gulls fielded one of the most colorful rosters of the WHL's final era. The team's signature player was Willie O'Ree, the first Black athlete to play in professional hockey's top tier, who was an All-Star and one of the WHL's most prolific scorers during his time in San Diego. The Gulls drew strong crowds throughout the early 1970s — including a pair of high-profile exhibitions against the Soviet National Team — but were evicted from the Sports Arena in 1974 to make room for the incoming WHA San Diego Mariners, ending the franchise's run.
