The Halifax Citadels arrived in 1988 when the Fredericton Express relocated to fill the void left by the Nova Scotia Oilers' departure for Cape Breton, serving as the top affiliate of the Quebec Nordiques in one of professional hockey's premier developmental leagues.

Under head coach Doug Carpenter, the Citadels put together their best season in 1988–89, finishing 42-30-8 for second place in their division — though a first-round sweep by the Moncton Hawks ended that year's playoff run. The club never posted another winning record and never advanced past the opening round again.

After five seasons in Halifax, the franchise relocated to Cornwall, Ontario in 1993 and continued on as the Cornwall Aces.
