The Baltimore Bombers were one of five finalists in the early-1990s NFL expansion process — alongside Carolina, Jacksonville, Memphis, and St. Louis — bidding to bring an NFL franchise back to Baltimore after the Colts' 1984 departure to Indianapolis. The Bombers ownership group, led by Malcolm Glazer, planned to play at a renovated Memorial Stadium.
The NFL ultimately awarded the two 1995 expansion franchises to Carolina (Panthers) and Jacksonville (Jaguars), leaving Baltimore without a team. The Bombers never took the field, but Baltimore's NFL drought ended in 1996 when Art Modell relocated the Cleveland Browns to Maryland and rebranded them as the Ravens. The proposed Bombers name and identity remain a defining what-could-have-been chapter of the 1990s NFL expansion era.
