The Pirates played two seasons in Canada's major professional football league, created in 1994 after an Ottawa ownership group's bid to relocate that city's franchise to the U.S. was rejected; the group was awarded a new expansion franchise in Shreveport instead, while separate ownership took over the Ottawa club. Pro Football Hall of Famer Forrest Gregg coached both seasons, and the Pirates drew strong local support despite finishing last in their division each year.

The ownership carried heavy debt, capped by a public incident in which an owner's lawyer was caught trying to flee with a car under seizure. The Pirates folded after the 1995 season. Future Hall of Famers Joe Montford, Elfrid Payton, and Uzooma Okeke played for the club.
