The Sacramento Surge were one of the original ten franchises of the WLAF / NFL Europe when the league launched in 1991, playing at Hornet Stadium on the campus of Sacramento State. The Surge captured World Bowl '92, defeating the Orlando Thunder 21–17 in Montreal to claim the second and final championship of the WLAF's North American era.

Quarterback David Archer led the championship team under head coach Kay Stephenson, with the Surge built around a vertical passing attack that took advantage of the WLAF's wide-open rules. After the 1992 season, the WLAF suspended North American operations, and the Surge — like every U.S. and Canadian franchise — was disbanded as the league relaunched as a European-only competition in 1995.
