The Quebec Rafales were the relocated Atlanta Knights, moved to Quebec City for the 1996–97 season after the Knights' championship run ended in Georgia. Joining the International Hockey League (IHL) at Le Colisée de Québec — the same arena that had hosted the Quebec Nordiques before their relocation to Denver a year earlier — the Rafales attempted to fill the void left by the Nordiques' departure.

The Rafales played just two seasons in Quebec City. Despite a passionate French-Canadian hockey market hungry for any pro hockey product, ownership challenges and the lingering shadow of the Nordiques' loss made it difficult to sustain the franchise. The Rafales folded in August 1998 after only two seasons — one of the shortest-lived major-minor hockey runs of the 1990s.
