Sacramento's entry into major professional football began in 1991 as the Surge, a charter franchise of the World League of American Football under head coach Kay Stephenson. Behind quarterback David Archer and an announcing crew that included Jack Youngblood and Ronnie Lott, the Surge won the 1992 World Bowl over the Orlando Thunder before the league suspended play.

In 1993, owner Fred Anderson brought pro football back to Sacramento by joining the Canadian Football League as the Gold Miners — the first U.S.-based team in that league's history. Stephenson again coached the club through both CFL seasons, going 6–12 in 1993 and 9–9 in 1994, before the franchise relocated and became the San Antonio Texans for 1995.
